What are the decisions made at the EU level?

  • Poland will take the total of 2,000 refugees as part of the EU programmes, 900 persons as part of resettlement and 1,100 persons in relocation operations.
  • When declaring the number of 2,000 persons, Poland considered its reception capacity in all respects;
  • The decision on taking such groups of refugees was made also on a voluntary basis;
  • Poland wishes to show its solidarity and offer assistance to persons whose life and health may be threatened.

How will the entire operation run in logistic terms?

  • The project was spread over 2 years – from 2016 to 2017;
  • We will not accept 2,000 refugees in Poland in one go. Such persons will be admitted successively and in stages – according to schedule, the first group will arrive in Poland in 2016 and the last group of refugees from Syria and the Middle East in 2017;
  • The refugees will be arriving gradually in small groups of several up to 150 persons so as to facilitate their adaptation to the new environment and integration with the Polish society;
  • The refugees to be received by Poland are mostly the citizens of Syria and Eritrea;
  • The employees of the Office for Foreigners will be in charge of the refugee procedure – the procedural issues will be verified before the arrival of the refugees in Poland, in camps, in which they are currently staying – and this is where they will apply through the Office employees for international protection in our country;
  • The refugees applying for international protection undergo several stages of checks by several institutions and services, also the services of the country to which they fled, the UNHCR and the country taking them.
  • There will be several factors determining their admission to Poland, such as security or good integration with the Polish society;
  • The security of Poland and its citizens comes first – therefore the asylum seekers will be checked accordingly; if there is any doubt in this respect, such persons will not be admitted to Poland;
  • For the Ministry of the Interior the key thing is the security of Polish citizens. For this reason, the services and other countries that are experienced in such projects cooperate closely.

What assistance will be offered to the refugees who will arrive in Poland?

  • The refugees who will receive protection in our country will be directed to open centres of the Office for Foreigners;
  • At present, there are 12 such centres run by the Office in Poland;
  • Such persons will be provided with medical care and information courses, facilitating adaptation and the language courses; children and youth will have to go to school;
  • We are experienced in offering assistance to the refugees and recently also to Polish people evacuated from Donbas, Ukraine, last year; this experience will help us in logistics, procedures and adaptation part of the assistance offered to the refugees from Syria and the Middle East, who will apply for international protection in Poland;
  • A vital issue is to prepare the integration programme for the refugees, including e.g. Polish classes, assistance in finding work, and integration with the society;
  • The involvement of NGOs both at the stage of preparation and implementation of the project (Polish classes, assistance in finding work, compulsory education, integration with the society) is planned.


  • The provision of shelter to the refugees in Poland will be funded by the EU – the EU will reimburse Poland €10,000 per refugee taken from the Middle East and €6,000 per refugee staying in camps in the EU - in Greece and Italy.
